Kazakhstan and China Will Exchange Information About Citizens



The agreement provides that the parties shall cooperate in the following main areas:

  1. The number of visa-free entries and exits, as well as visas issued to citizens of the states for the purposes of stay in the territory of the states of the parties.
  2. Providing information about citizens of the state of one party, accepted or restored in the citizenship of the state of the other party. Admission to the citizenship of the states must comply with the legislation of the states.
  3. Interchange of information about citizens of the states of the parties who changed their citizenship before the entry into force of this agreement, in order to protect the interests of citizens of the states of both parties.

It is envisaged that the competent authorities send such information through diplomatic channels within 6 months after the entry into force of the agreement. Upon receipt of the lists of citizens, the parties within two months send information to persons about the presence or termination of their former citizenship in accordance with the law.

The parties also inform each other about citizens of the state of the other party who have violated the rules of entry, stay and exit.

Information about citizens exchanged by the parties includes: surname, name, patronymic (in Russian and Latin spelling), gender, date of birth, place of birth, citizenship, series, number, date of issue, authority that issued the relevant document, nationality, photograph.

It is also stipulated that each of the parties has the right to temporarily suspend the agreement in whole or in part in order to ensure the national security of the state, maintain public order or protect public health.

On the adoption or cancellation of such measures, the parties must in advance, but no later than 72 hours from the date of the adoption of such a decision, inform each other through diplomatic channels.

The parties also agree on the renewal of some or all of the provisions of the document through diplomatic channels.

Previously, a draft government decree “On signing the Agreement between the Government of the Republic of Kazakhstan and the Government of the People’s Republic of China on mutual exemption from visa requirements” was prepared .

The agreement provides that citizens of both states are exempt from visa requirements for private affairs, tourism, medical treatment, international transportation, transit, as well as business purposes (conclusion of contracts, negotiations, provision of consulting services and other business purposes) for single or multiple entry, exit , temporary stay in the territory of the state of the other party for a period not exceeding 30 calendar days from the moment of crossing the state border, a total of 90 calendar days within 180 calendar days.
